During the fuel price tensions and matatu discussions, Kindiki was actually:
- In official government meetings and consultative forums with leaders
- Speaking on fuel prices and government interventions
- Defending government measures like tax reductions and fuel stabilisation support
- Working under Ruto’s direction alongside Cabinet and Treasury teams (The Star)
So he was not “missing” — he was part of the response structure.
🌊 AND DURING RUTO’S COAST TOUR?
When the President is outside Nairobi:
- The Deputy President does not replace him as President
- Executive power still remains with the President
- Government operations continue through Cabinet + DP coordination
So even if Ruto is in Coast or abroad, Kindiki doesn’t automatically “take over the country” — he supports ongoing government work.

In Kenya:
- President = top executive authority
- Deputy President = chief assistant + coordinator of government work
